BIO:
Dr. Francis career spans 39 years of international experience in Management, Managerial Accounting, international Finance, Management Information Systems, Network Design, Network Security, Systems Analysis, Telecommunication & Data Networks, Enterprise Architecture, Decision Support Systems, IS Strategy, AI/Expert Systems, Software Development, Database Management, Human Factors and Microcomputer/End User Computing. Operations Management, Engineering, Marketing and Finance and Blockchain Development. 
Some of his experience covers various industries and includes standards testing, wood and wood products manufacturing, contracting engineering, engineering consulting, and service management. Corporate involvement included Braemore Engineering Services and ServiceMaster. 
He joined Braemore in 1985 as technical manager and had overall operational control of engineering contracting and consulting and was promoted to general manager. In 1989 He joined Servicemaster and eventually held the position of president of the company. My accomplishments include, improved employee retention, increased productivity growth, increased customer satisfaction, and the creation of a new division for the marketing of new services to the clinical manufacturing industry
He holds a first degree in management from the University of the West Indies along with an MBA where he majored in Management Information Systems from the Florida Institute of Technology and a Doctorate degree at in Finance and he has completed all the coursework for a Doctorate in Information Technology Systems from Nova Southeastern University.
