Dr. S. Raschid Muller is a cybersecurity executive, practitioner, researcher, and educator with extensive experience leading cybersecurity operations, policy, governance, risk management, information assurance, and technology modernization across the U.S. federal government. He currently serves within the U.S. Department of the Interior’s Office of the Chief Information Officer, where his leadership responsibilities encompass enterprise cybersecurity policy, vulnerability management, compliance, independent validation, cybersecurity analytics, and reporting across a complex federal environment supporting multiple bureaus and offices.
Dr. Muller’s distinguished federal career includes senior cybersecurity and information technology leadership assignments within the Department of Defense and Intelligence Community. His professional expertise encompasses cybersecurity strategy and policy, security architecture, supply chain risk management, vulnerability management, continuous monitoring, cloud security, incident response, and implementation of the NIST Risk Management Framework. He has also managed major enterprise cybersecurity and information technology programs supporting mission-critical federal and national security environments. Additionally, as a Brookings Institution LEGIS Congressional Fellow, he contributed cybersecurity expertise to the U.S. House Committee on Homeland Security, supporting congressional oversight involving cybersecurity, critical infrastructure, technology acquisition, and national security matters.
